Since the release of the official Blogger app from Google for Android I have been puzzled as to why it is not available on the Android Market for some countries including Singapore.
Thanks to some folks at xda developers the apk is made available for us in the excluded countries to install the app. Go to the xda developers forum here http://forum.xda-developers.com/showthread.php?t=941223&page=2
Then simply use your preferred method to transfer the apk over to your Android device (I prefer simply emailing myself and opening the mail on my phone) to install it.
